Environmental Engineer

This position will support the Federal Government's response efforts to COVID-19. Serves as the Project Engineer in the planning, design, and construction of sanitation facilities construction projects on assigned reservations. Acts as Contracting Officer's Representative for construction contracts to verify quantities, reporting and record keeping, construction safety, public relations, fiscal project integrity and warranty inspections. Responsible for complete scheduling of all phases of sanitation projects including multiple contracts resulting in timely construction of sanitation facilities. Performs topographic and alignment surveys and engineering calculations to arrive at detailed designs; prepares operation and maintenance manuals for community facilities; and supervises engineering technicians, draftsmen and summer students. To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Applicants who meet the basic requirements described above are fully qualified for the specified entry grade. GS-07:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Collects and analyzes data on local water distribution systems, water storage facilities, sewage or waste treatment systems for design of new construction. Conducts on-site inspections of uncomplicated sanitation projects under contract to insure that proper specification are being observed. Sets and/or verifies location and grade stakes during construction per approved survey specifications. Prepares technical specifications of construction materials, estimates type, capacity, and cost of construction, equipment, and materials. Prepares uncomplicated designs for water storage and distribution systems. Investigates malfunctioning water and sewer system components and makes preliminary diagnosis. Estimates cost, manpower and material necessary to correct malfunctioning system and submits recommendation to higher authority. OR, Superior Academic Achievement, OR, Completed at least one full year of graduate level education in a related field. GS-09:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Collects and analyzes data on local water distribution systems, water storage facilities, sewage or waste treatment systems for design of new construction or improvements to existing facilities. Completion of field data collection surveys using electronic total station and data collector. Utilizes the PC and CADD software to download field data and integrate with modeling software to complete facility design, prepare concepts, preliminary and final design analyses, drawings, quantity estimates, outline and project specifications, prepares technical specifications of construction materials, estimate type, capacity, and cost of construction, equipment, and materials. Performs site visits to obtain information such as condition of systems, location of sewer mains, local water pressures, plumbing layouts, etc. Investigates malfunctioning water and sewer system components and make preliminary diagnosis and estimates cost, manpower and material necessary to correct malfunctioning systems. Attend pre-construction conference and participates in the technical portion of the meeting , completes or directs the completion of necessary construction staking of the worksite, conducts frequent inspection during construction to insure that work is being done is consistent with the plans and specification. Supervise construction inspectors conducting the daily inspection of facility construction, process construction progress payment to contractors, conducts a pre-final inspection, being responsible for compilation of a defects and omissions list to be submitted to the contractor for completion prior to a final inspection being conducted by the District Engineer, etc. OR, a master's degree or equivalent graduate degree, OR, completed 2 full years of progressively higher graduate level education leading to a master's degree in a related field. You must meet all qualification requirements within 30 days of the closing date of the announcement.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
